RAJUK changes its rules for allotment

Online Desk: Rajdhani Unnayan Kartipakkya (RAJUK) has changed its rules for allotment of land, plots, spaces and flats.

The Ministry of Housing and Public Works has issued new rules named ‘Rajdhani Unnayan Kartipakkya (Allotment of Land, Plot, Space and Flat) Rules, 2024’ recently.

Earlier there was the ‘Rajdhani Unnayan Kartipokkya (Land Allotment) Rules, 1969’. New rules have been issued by canceling that.

According to the new rules, the applicant must be a citizen of Bangladesh and at least 25 years of age to get allotment of land or residential plot. Any application with false or incorrect information will be rejected and the security deposit will be forfeited. After transfer of land or residential plot to someone else, if it is proved that the allottee has taken the allotment of the plot with false and incorrect information, then the said allotment and transfer shall be cancelled. In this case the original allottee shall pay double compensation to the transferee.

It further states that RAJUK may allocate land or residential plots identified in the approved layout plan of any project planned for development or planned for development or any housing project. At least two widely circulated national dailies and the website of the Ministry of Housing and Public Works and the Authority should invite public applications for allotment of plots.

If the number of land or residential plots is less than the number of eligible applicants depending on the type and size of plots, allotment shall be done through open lottery and immediate result publication.

Ministers, Ministers of State, Deputy Ministers or persons of equivalent status, Members of Parliament, Judges, Armed Forces, Paramilitary Forces, Government Servants, Freedom Fighters, Professionals, Foreign Exchange Remitters (Residents), Journalists, Employees of Autonomous Organizations, Businessmen, Industrialists, Private Employees and Teachers, A certain number of residential plots can be reserved for artists, writers, sports personalities, lawyers, civil servants engaged in law and legal document audit, agriculturists, engineers, architects, planners, doctors, natives and affected persons.

Two percent quota for the employees of the Ministry of Housing and Public Works, 2 percent for the employees of departments or organizations under the Ministry of Housing and Public Works and 2 percent for the employees of the authority can be reserved in the residential plot of any project under the authority.

According to the rules, Rajuk may allot residential plots in the public interest to the following persons subject to the approval of the Government: Ministers, Ministers of State or Deputy Ministers or persons of equivalent status; Member of Parliament; A direct member of the family of a valiant freedom fighter or a martyr and a public servant who has made a notable contribution to the work of the Republic or to the legislative work of the authorities or any professional who plays or has played an important role in public service or public welfare through activities not engaged in the work of the Republic or any person who is a member of the people or the State. A social worker or social worker who has made a special contribution to welfare or is dedicated. If an allottee fails to pay the first installment on time without reasonable cause after receiving the temporary allotment, the allotment may be canceled with reasonable opportunity to defend.

The allottee of land or residential plot must compulsorily construct habitable house within four years after registration of lease deed and from the date of publication of notification. If someone fails to build a house, he will have to pay a fine of Tk 10,000 for every year.

According to the regulations regarding the allocation of flats, RAJUK can allocate flats by constructing buildings in one or more areas or blocks for the upper class, middle class, lower middle and low income groups in order to accommodate a large number of people in a residential project.

Ten percent of the total number of flats constructed in any project under the authority should be reserved for government employees, 3 percent for allocation through the secretary of the Ministry of Housing and Public Works, 3 percent for allocation through the chairman and 2 percent for the employees of the authority.

After paying 50 percent of the price of the flat in installments, the allottee can pay the remaining 50 percent of the price in installments over the next 15 years or within the period prescribed by the authority by paying the fee prescribed by the authority. The authority may constitute one or more committees to determine the price of residential flats.

According to the rules, RAJUK can allocate flats on the basis of affordable rent or cost payment by constructing buildings in the areas identified in the detailed zoning plan or in the approved layout plan of any housing project of the authority.
